PLENTY IN PRESENCE OF POVERTY BEWILDERING PROBLEM FOR AUTHORITIES Unlteo Press Association—B.v Electric Telegraph—Copyright NEW YORK, December 6. A message from Bismarck (North Dakota) states that Governor Langer to-day declared an embargo on outState shipments of beef cattle, “intended to be processed into human food,” simultaneously lifting the wheat embargo for ten days. The Governor said to permit the further sale of beef cattle "w’ill constitute a drain upon the natural resources of the State, resulting In the confiscation of human food, when thousands of citizens are asking the Government and political subdivisions of the State for the necessaries of life, which they cannot purchase at any price.” Low prices, which failed to pay the cost of transportation, alone are blamed for the action of the Governor, who decided temporarily to lift the wheat ban to enable farmers to market the grain and buy necesaries. Mr H. A. Wallace (Minister of Agriculture) to-day approved that a contract should be offered farmers for participating in the 350,000,000 dollar maize and hog reduction adjustment plan, which requires the producers to reduce the maize acreage not less than 20 per cent below the average acreage planned for 1932-1933.
The producer Is also to agree to reduce In 1934 the number of litters farrowed, and the number of hogs produced for market 25 per cent below the annual average of 1931-1933.
