DIFFICULTIES IN FRANCE. United Brass Association —By Electric Telegraph—Copyright PARIS, March 17. Rugby reformers at a meeting experienced many difficulties, notably man; clubs’ reluctance to abandon money-making matches, which, although a travesty of Rugby, meet spectators’ desire to see almost terrifying struggles in the championship. Opponents to reform threaten worse confusion by creating a third federation, the objective being the maintenance of championships.
