NO RETURN TO AUTOCRACY.
New Regime In Spain. BACK TO OLD CONSTITUTION. (United Press Association—By Electric Telegraph—Copyright.) MADRID, February 2. General Damaso Berenguer, setting out his programme, pays a tribute to General de Rivera, and adds:— “The dictatorship indefinitely prolonged would be useless. It is impossible to return to autocracy, and it is fundamentally necessary to reestablish liberty and hold elections, the date of which cannot at present be indicated. I am a Constitutionalist, and I intend to return to the Constitution of 1876. We will re-establish the Foreign Ministry suppressed by General de Rivera, and extend its importance. We shall scrupulously respect all international agreements.” FIRST CABINET MEETING. SWEEPING DECISIONS. (United Press Association—By Electric Telegraph—Copyright.) (Received February 4, 12.35 a.m.) LONDON, February 3. The Madrid correspondent of “The Times” states that the new Cabinet held its first meeting and took sweeping decisions, showing that General Berenguer is determined to re-establish the Constitution in every particular. Five University professors who opposed the dictatorship, including the famous philologist Unamuno, who are at present exiled, will be reinstated. Marquis de Estella received a firm reminder that soldiers on the active list must not meddle with politics. Second Duke Almodooar has communicated with De Estella demanding reparation by arms for insults offered six years ago.
