It is reported that M. Poincare has decided to ask Parliament to ratify the British and American debt agreements, conditionally on the sums received from Germany under the Datves’ plan, being sufficient to meet periodic payments. If the German payments fail, an intimation will bo given that the French Treasury is not in a position to meet the foreign obligations.
