Bills enabliug the I>yttelton Harbour Board to borrow £150,000, and the Napier Board to borrow £250,000, were passed. An amendment was made in the Masseurs Bill allowing those who have practised for three years in the past tr e years, io be entitled to registration. Mr Statham accepted this in place of his own. An addition was made that the applicant must bear a good character.
