At tlie final meting of tho Prisoners of War Conference Lord Newtoa pointed out the ■difficulty of carrying out the agreement owing to peculiar' circumstances, the. chief being the J if--ficulty of transport, as the Germans held by Britain aue scattered througo-r cut the globe. Ho hoped that tb-B provisions of the agreement would be liberally interpreted bv both parties.
