WAIMATE BOROUGH COUNCIL.
ORDINARY MEETING. The ordinary meeting of the Waimate Borough Council was held last evening. Present:—His Worship the Mayor (Mr. J. Black). Councillors Jones, Sanders', Hayes, Hutt, Collett, and Paul. ;An apology was received from Councillor Inskter. The Mayor, in his statement said that the receipts for July were £45 18s and the payments £419 19s Bd. After paying the.accounts presented that night the district fund account would bo in debit £530 18s 9d.\. The Prime Minister and Minister for Railways- wrote regarding the level crossing question.—Received. . •, . The Hospital Board reported one case of diphtheria and- one of scarlet fever in the borough. —Received. The Kaiapoi Borough Council asked for information about the high pressure water supply and sewerage systems.— . To be eent. . The Hamilton Borough Council wrote in regard to, a by-law regulating the size of building to be bent. J. E. MacManus, Dunedin, desired information with a view to compiling a statement showing the wages of employees working for public bodies.—Letter received, no reply to be .sent. .... The .Cemetery Board thanked the Council for granting the water supply and staiiing'that Hodgcfe and Co, were being entrusted with the work. —'Received. - . : Isaac Adams appKed to have the water laid on to his house in Timaru Road (outside the borough).—Referred to" "Waterworks Committee. James Murray again wrote with reference to the railway station connections, stating that he had put these in at one in 120 on his own judgment ac- ' cording to general engineering practice. On the motion of Councillors Hayes and Jones it was decided to consult uhe Council's solicitor on the question of the engineer's liability for damage's. Councillor Hayes pointed out that in this instance alone (and there might be others) the borough was losing £lO per annum from the revenue. The Finance Committee reportesd that the opinion of the municipal corporation's, solicitor was being obtained as to whether the Council can charge and recover the feeis prescribed for water closets,'etc. under the amended by-law, in cases where the requisite notice to make the netessary connection had been sent and such connection had not been made. The report was adopted. It was pointed out that although the drainage contract had been completed over twelve months ago ..there still remained a large number of connections to be made. The Council's finances were suffering accordingly. Councillor Hutt contended that tha question had never been put to the ratepayers and asked whether the Council was on legally safe .grounds in borrowing the money without taking a poll of the ratepayers. The Public Library applied for an jextension of time in which to connect to the dx-ainage system. It was decided that no further extensions of time be granted until the Sanitary Committee have reported on the whole question.. Accounts amounting to £l9l 19s 4d, general fund, and £2S 9s od. Gas Company weore passed for payment and the Council rose.
