New Volunteer Regulations.

His Excellency the Governor has been pleased to approve oE the cancellation of the regulations providing- for the earning of capitation by Volunteer batteries and companies contained in paragraphs 135 to 159. inclusive, and to substitute the following :

A capitation allowance at the rate appropriated annually by Parliament will be granted for all'trained members of Volunteer corps (who are entitled to draw the same) who have attended the parades as under, and who have completed the musket rv course laid down in " Target Practice for "1903."Field Artillery.—Each battery must go into a company camp for fourteen days each year. Men must be present and sleep in camp at least seven days, and must attend eighteen parades during the year, at which at least half the strength must be present, three being afternoon parades and devoted to fort-manning. Twothirds cf the strength must bs present on it least four parades during the year. Garrison Artillery.—The company go in:o camp at or near forts for sixteen days each year. Men must be present 'md sleep in camp at least twelve out of the sixteen days, and must attend eighteen parades during the year, at which at least half of the strength must be present, three being afternoon pal-aces, and devoted to fort-manning. Two-thirds of the strength must be present on at least four ;vrades during the year.

Engineers (submarine).—The company to j go into camp for sixteen days. Men must be present and sleep in camp twelve* days, and must attend eighteen parades during the year, at which at least half of the j strength must be present, three being afternoon parades, and devoted to practical work an the water. Two thirds of the strength aiust be # present on at least four parades during the year. Engineers (Field). —Same as above, with the exception of the afternoon parades being devoted to practical work oil land. Mounted Rilles.—Members, must' either train for one week at a time in camp, or she attend a total of eighteen mounted parades in the year, at which at least half of the strength must be present.. Parades in camp to count. If the training is in camp for a week each man must be present during the whole of such training, and be present on at least three other dismounted parades during the year, iirespective of camp, of not less than two hoars' duration ; these dismounted, parades need not be bv daylight. If the training of the corps is by eighteen parades during the year, each nember, to earn capitation, must be present at such parados, and must be present on it least three other dis-,nounted parades of not less than two hours' duration, ard a< which at least half of the strength is present ; the«e dismounted parades need not 'jo by daylight. sent on at least four parades during the year. The minimum stiength of men Med rifle companies is reduced to forty-three. Infantry and Cyclists.—Each company must go into camp for six days each year. Men must be present and sleep in camp four days out of the six. and each man mvst attend eighteen parades, at which at 'east half of the strength must be present, three being afternoon parades, durirg the vear. Two-thirds of the strength rnust be present on at least four parades during th; year. Bearer Companies.—-The same as infantrv except for the musketry course, which is ■lot to be gone through, and each man must, ii addition, earn a certificate of efficiency in ambnlar.ee work, as laid down in "Manual for T?rival Army Medical Corps" for the time being in force. Carrison Bands.—Men must have served ■ix months, and be efficient musicians, and if tend eighteen parades during the vear. three being afternoon parades, at which at leavt half of the strength must be present Two-thirds of the strength must be present -m four parades during the year. Paid Daylight Parades.—A persona] pay-

meat of 2s 6d per officer and volunteer trill be_mads to those who attend parades as provided below. Paid daylight parades will not count towards capitation, and no member can earn the personal payment for more than six parades in one year. Paid daylight parades are not to be held whilst the batteiy or company is in camp. Daylight parades are to be held in tire open, ar.d between the hours of 1 p.m. and 8 p.m. during the months of November, December, January, and February, and between 1 p.m. and 6 p.m. during the remainder of tl>e year. Daylight parades to be devoted to practical field manoeuvres ; garrison artillery to fort-manning; engineers (fj.M.j to practical work on the water. All parades to be of not less than two and a half hours' duration. Ths strength r.ecessary to be present in order to earn payment is as "follows:—Field artillery, one complete section; garrison artillery, the complete number necessary for the manning o: any fort at which the parade is he'd,' and to which the. cwnpany, or portion thereof, is detailed by the manning" '.able.
