Notioes. GERALDTNE AND LEVELS COUNTIES. JOINT BY-LAW No. I 1898. PUBLIC NOTICE. NOTICE is hereby given that at a special meeting of the delegates of the above Councils duly convened and held at the Levels County Council Offices Timaru on SATURDAY the 15th day of January 1898 the following resolution was adopted. " That the joint By-law No. 1 1898 the short title of which is ' The Heavy Traffic By-law 1898 ' as amended be now adopted and that a meeting of the delegates of the Geraldine and Levels County Councils be held at the Levels County Council Offices at Timaru at eleven o'clock m the forenoon on the 26th day of March 1898 to confirm this resolution and that the said By-law I shall come into force on the 16th day of April 1898 " and which resolution as- so adopted is : — For the object and purpose of passing a joint By-law providing for the repeal of all by-laws now m force m the Counties of Geral- j dine and Levels respectively referring to Traction engines or Heavy Traffic, and for defining the manner m which notices sent by either Council are to be signed and m which applications or notices may Jbe served on the Council, also the manner m which service of any notice or other document sent by or on behalf of the Council may be effected, and providing that an Inspector or Inspectors may from time to time be appointed to Kt-e that the said by-law is duly observed and to investigate and report any breaches thereof, and that the said by-law is to apply to and be m force m the whole of the Counties of Geraldine and Levels, and imposing a ueunlty not exceeding £5 -for the breach of any of the provisions of the said proposed Dy-laws, also stipulating that Die repeal of the By-laws at present m. force m the Counties of Geraldine and Levels relating to " Heavy Traffic " or " Traction engines " shall not affect anything done or any right or liability accrued or order made or license issued under such Baid by-laws, and providing for the licensing of Traction engines (engaged. in heavy traffic within the meaning of Clause A of SubBection 1 of Section 130 of " The Public Works Act 1894" on any road, bridge, ferry, or ford under the care control or management of either of the said Councils) for public use or intended for public use, or plied with or to be plied with for hire m the Counties of Geraldine and Levels or either of them for the carriage . or traction of any goods or chattels whatsoever other than goods or chattels the propprty of the owner of Buch traction engine, and for application m writing being made and signed by the owner of any Traction engine requiring to be licenced under • the said by-law m the form given m the schedule thereto, also that the Clerk of the Council may require the person so applying for a license to produce the last annual Certificate issued by the Inspector of Machinery for the Canterbury Provincial District that the boiler of such Traction engine is m good repair, and fit to be used fcr the purpose stated m such Certificate, and fixing the annual license fee at £20, but exempting from a license fee any Traction * engine travelled through the County which is not used otherwise than for transporting goods or chattels belonging to the owner of such engine, also providing for taking a bond aa a condition precedent to the granting of any such license by either of the Councils with or without sureties m such penal sum not exceeding £50 as either of the Councils shall deem proper that no special damage Bhall accrue to any road, bridge, ferry, or ford under the care control or management of either Council by reason of any heavy traffic thereon by the traction engine for which such license shall be granted, and that licenses for Traction engines shall be m the form contained m the schedule to the said By-laws, and shall be m force for one year from the date thereof and shall be signed by the Clerk of the Council issuing the same, and shall be numbered consecutively, the number to be registered m a registerbook to be kept by the Clerk of the Council for that purpose, and providing that the full name and address of the owner of every Traction engine (required to be licensed under the said By-law) used on any road shall be painted m plain and legible figures upon some conspicuous part on the off side thereof and the number of the current year's license therefor m plain and legible figures of not less than six inches m length on some conspicuous part of such engine, also limiting the speed of engines crossing bridges or culverts m either of the said Counties to two miles an hour, preventing engines from whistling or blowing off steam within 100 yards of persons m charge of horses, or from being taken upon or passing along any bridge whilst any person with a horse or vehicle drawn by a horse is on such bridge, or from stopping on bridges culverts or fords except as required by '• The Police Offences Act Amendment Act 1890 " or from discharging ashes ' or refuse on any bridge or culvert or within one chain distance of same, requiring all fire therein to be extinguished, and requiring ashes discharged on a road to be spread on the side of such road not less than fifteen | feet from road centre m such | manner that the surface of such ! road shall be kept even, and preventing engines from travelling upon the metalled or formed part of a road, with studs or ' other pieces or rings of iron or other metal or of wood raised on the level of the faces of the tires I of their wheels, and requiring stones to be removed from bridges before engines pass over, and a man to be stationed at 1 further end of bridge who shall expose a red flag and warn all persons riding driving leading or otherwise m charge of a Rorse of approach of engine, and requiring notice to be given of damage to roads, fences, gates,
