Mr Hopkins, of Cardiff, calls attention to the fact that m case of shipwreck, seamen losing their kits m their employers' service have no recompense for the destruction of their property, though owners would resent the action of a seaman or apprentice m seeking to save a few of his own effects to the neglect of a final struggle or effort m his owners' interest. In the Merchant Shipping Acts, apparently, there is no provision made for such a contingency. Mr Hopkins suggests that owners might at very small cost insure the effects of seamen against loss at sea.
