BULGARIAN" CRISIS.

The Regency has issued a proclamation abolishing the state siege m Bulgaria, wbich was declared after the coup and state m August. Parleying is now proceeding between the Regents and the Russian agent with a view to Russia being induced to modify her demands m regard to tbe future government of this country. | Received 1.45 a.m., 0ct. 4th/| London, Oct. 2. Lord Randolph Churchill, addressing a Conservative meeting at Bedford last night, referred at some length to the position of affairs m Eastern Europe. He dwelt' on the efforts England had made to assist the nations m gaining liberty. He rejoiced that Austria had taken thq lead m endeavouring to preserve the freedom and autonomy of tbe countries of the Balkan Peninsula. Some of the Great Powers were inclined to be contentious ; others were anxious for the maintenance of peace. If compelled to choose, England would sympathise with Bulgaria. The difference between General Kaulbavs and the Regency of Bulgaria is relaxing, and both parties are moderating as to the terms of the agreement. The merchants m Moscow are complaining of the stagnation of trade, and it is thought foresee a war. It is believed that Austria will only fight if Bulgaria resists.
