J < London, Oct. 17. 1 A great congress of Liberals met to-day at Leeds. Delegates from all parts of the ( Kingdom were present, besides a large i number of Members of Parliament. The , chief topic to be brought before the Con- , gress is the extension of the franchise, and at an inaugural session to-day the ■ leaders of tho party delivered addresses bearing chiefly upon that subject. Lisbon, Oct. 16. A Republican outbreak of some magnitude has occurred among the peasantry m tho western portion of thia country. A largo number of the rebels are armed, and a body of troops despatched against them were repulsed. Several persons have been wounded, but no deaths are reported to havo occurred.
