The Governor sent for Fellows, who advised that the Protectionists have prior right to attempt to form Ministry. Dr. Embling accordingly instructed, with Governor's consent, to form Ministry. Names yet unknown. If the Protectionists fail it is reported that Fellows will submit a list. The loss of the steamer London caused profound sensation. Business quiet. ' ' Camillas " Californian wheat still unsold ; 8s Cd being asked for it, and 8$ offered. South Australian to sail at noon to-morrow ; Tararua on arrival of the English maiL Autumn race meeting poorly attended ; racing good. Autumn Handicap won by Shenandoah ; Steeple Chase by Ballarat. The revolution m Peru has resulted m the final overthrow of the Government ; consequently Peru has been compelled to join Chili m the war against Spain. Chilian sloop Esmeralda captured the Spanish steamer Covadoya, the Spanish Admiral's despatch boat, on the way from Coquimbo to Valparaiso. The Covadoya surrendered after a short engagement There were 120 officers lodged m Santiago gaol. Chilians no loss, Spaniards two killed and fourteen wounded.Melbourne, March 18. It ia understood that Embling has not been very successful m his attempt to form a Ministry. Great excitenient prevails m consequence of a motionin the Assembly yesterday by Mr. McCulloch, that Hugh George, the publisher of the Aiypts should ba brought to the bar of the House on Tuesday next, for a scandalous breach of privilege, m a leading article yesterday, which commenced thus : " The statement of the Chief Secretary when announcing yesterday afternoon, the resignation of Ministers, fairly bristled with falsehood." Mr. Levi then moved that the publisher should be brought to the bar for a libel published against him (Mr. Levi) on the third of March. This motion was afterwards withdrawn. Mr. Cope then submitted motions pledging the House to withhold its confidence from any administration refusing or neglecting to adopt forthwith the Bill of Supply. Four motions for adjournment of the debate were negatived. Aspinail said he would sit until Tuesday rather than allow the majority to pass such an important resolution at so late an hour. Langton introduced the Breach of Privilege case against Byrne, for threatening to take steps outside the House, to resent expressions used by Langton inside, at 5 o'clock. Advices state that Iltata, Sir George Grey, Wild Wave, and Penguin, loading for Australia. Bread stuffs plentiful at outside ports. Flour, 5 dols. per bag ; wheat, 3 dols. per fanega. Harvest prospects the best known for years. Admiral Paraja's death confirmed. His successor has withdrawn the vessel blockading Conception Bay, leaving Tulcuans and Tome free to commerce. Chilian authorities made all places along the coast, ports of entry, dnty free, where trade of blockade ports is carried on.
