April 19, The steamer 'Bowen' arrived yesterday at Cooktown with over 500 Chinese. Tho steamer' Gilly Lome,' now in quarantine, has over 1,000 Chinese on board, with provisions running short. Sailed: The s.s.' fiotorua,' for Auckland. London, April 16. The war feeling at St. Petersburg is intense. The Czar is going to Kichener. The rumour about Persia claiming Bagdad is denied. In the debate in the House of lords on the protocol, Earl Granville criticised the action of the Government. Borl Derby vindicated their aotion as being the best step the Government could take under present circumstances, to say nothing of the future.. The news via Torres Straits from China reports thousands suffering through famine, The severest aro at Eiangßce through famine. Rice has' risen to famine prices. The distress is daily becoming greater, the relief being lamentably insufficient. Tho people are reduced to the last stage of emaciation and exhaustion, and are dying by thousands daily. Tho Satsuma rebellion at Japan is more serious than at first anticipated, but the rebels are dispersed by defeat.^ Two thousand Chinese troops, feeling dissatisfied, broke loose and left the camp, but were followed, and a large number killed.
