' HIS IDEA OF A CABINET. VANCOUVER, Oct. 22. A message from London states that the Daily Chronicle claims to show that Lord Northcliffe desires to change the Government. Lord Northcliffe, the paper says; has openly announced that the Government would be destroyed in a fortnight. Mr. Lloyd George was favourite for the Premiership, Lord Curzon as Minister fdr'Foreign Affairs, Mr. Chamberlain as Chancellor of tbo Exchequer, Mr. Bonar Law as Colonial Secretary, Sir Edward Carson as Minis-, ter for Home Affairs, and Lord Milner as Viceroy of India. Lord Kitchener was to be retained for a time, but shunted at tho first opportunity. The idea was to overthrow the Government on the question of conscription. It is, the paper adds, significant that Mr. Lloyd George favours compulsion, and has appointed two conscriptionists as secretaries for vacant posts.
