The New York Times publishes an article by James Deck, former assistant Attorney-General, declaring that the Miss Cavell incident concerns Americans’ honour as deeply as the Lusitania. The Government should demand that Germany dismiss the officers who flouted, mocked and deceived the American representatives by a refusal which looks like a most studied insult to the United. States.

THE GERMAN PLOT. NEW YORK, Nov. 2. Herr Bronkhurst, a German engineer, has been arrested for complicity in the plot to blow up vessels leaving American ports. Tho Hooking is one of the foreign ships bought by Mr. W’agner, of New York, in July. THE CAPTURED VESSELS. OFFICIAL AMERICAN PROTEST’S. (Received Nov. 3, 9.45 a.m.) ' NEW YORK, Nov. 2. A protest against the .seizure of the American steamer Hocking by a British warship which carried her with a prize crew to Halifax, has been lodged with the State Department by Richard ij, Wagner, president of the America Atlantic Steamsmp Company, the. own, ers. Wagner assorted that the officers and shareholders of the company are all native Americans. He knew no reason whatever for the seizure. He stated that be had Rouble in obtaining the American registry, chiefly owing to his German name, but this was overcome after long investigation.

WASHINGTON, Nov. 2. Officials informally indicated displeasure at the seizure of the Hocking. It is considered likely that t a protest will be submitted to th.e British Foreign Office in a few days. ■ It will insist that the nationality of American ships be determined by the flag and not by the ownership. HALIFAX, Nov. 2. .Proceedings have been-started in the : Admiralty Court by the issue of warrants for the arrest of the Americansteamer Hocking and the Dutchsteamer Hamborn, which have been brought in by prize crews. The Admiralty officials give no information re-* garding the seizure.
