THE TERRITORIALS.

BEST SECOND LINE IN EUROPE. BY ELECTRIC TELEGRAPH—COPYRIGHT. TIMES—SYDNEY SUN SPECIAL CABLES. (Received Feb. 17, 8 a.m.) LONDON, Fob. 16. At the prize-giving to tho field ambulance Lord Bingham said that the Territorials considered national service necessary, but neither side in Parliament was aide to bring it in, and any way the country would not have it. Therefore it was the duty of the Territorials to maintain efficiency and provide a good framework for national service. Major-General Lloyd declared if women gave a backing to tho Territorial force it would be full to overflowing. They never heard jibes and ridiculous taunts against tho Territorials. Numbers wore lacking, but ho doubted whether there was a better second line in Europe.
