COPYRIGHT, (Received Oct. 28, 2.5 p.m.) NEW YORK, Oct. 27.’ President Wilson, addressing tho Southern Commercial Congress at Mobile, Alabama, declared that tho United States sought no more territory and would never try to secure an additional foot by conquest. The duty of the United States was to emancipate the other American republics from the material influences or other countries. Because concessions were granted to foreign countries the latter were able to influence tho republics unduly. This was likely To become intolerable under certain circumstances.
