Earl Crewe, speaking at the Harrow Association dinner in honour of Lord tlarclingo, the newly-appointed Viceroy of India, stated that the causes of unrest in India , were numerous, complex and obscure. Something must lie done to relieve it* hut legislative enactments were unable in a moment to assuage such deep-seated unrest. .Lord Hardinge’s speech was optimistic.
