President Taft approved the recommendation of the Army and Navy Board to make Peart Harbour the chief naval station of the Pacific. A temporary station will be constructed at Duron. Tho proposed improvement to the Manila Harbour has been abandoned. The protection of- the Philippines has been primarily entrusted to the army.
