CABLE MESSAGES. By Electric Telegraph — United Press Asmciation Copyright — Received ISJIJO5 — 0.50 a.m. SOCIALIST MOVEMENT. Paris, January 17. Owing to the refusal of the Chamber to vote M. Richards' release, the Socialist Deputies have issued a manU festo violently attacking the President and the Ministry. They accuse the Government of obtaining votes unlawfully. M. Roues, a f ocialist Deputy, was expelled from the Chamber for asserting that houost voting was no longer possible. The Socialists haTe issued another manifesto rejoicing at tho downfall of M. Perier-Gasknir. It says " The ex President Perier has found the weapons he had adopted for fighting Socialism rotten."
