SCOTCH ECCLESIASTICAL BILL TO BE DROPPED. NEW CALEDONIAN QUESTION. [PER PRKRB ASSOCIATION^ London, March 17,—The Daily News states that the Scotch Suspension (ecclesiastical) Bill will in all probability be dropped. Sir E. Grey, Under Secretary of Foreign Affairs, in reply to Mr Hogan, said that France had never stated she would bo willing to exchange New Caledonia for the Falkland Islands.
