BANK RESERVE.

London, December 5. In his address to the London Chamber of Commerce, Mr Goschen said the average reserve in France was £95,000,000, in Germany £40.000,000, and in the United States, £142,000,000. The smallness of the amount of the reserve in England was owing to the large currency in the pockets of the people. He advised the directors to alter the Charter of the Bank of England to meet present needs. ONE POUND NOTES. The Press generally are of opinion that the prejudice of the public against pound notes may possibly prove fatal to Mr Goschen's scheme.
