Melbourne, April 22. Captain Mansell, aide-de-camp to the Governor of South Axisiralia, was run over by a train at Richmond, and killed. The Cabinet has been re-organised. Mr McLean becomes Chief Secretary and Minister of Lands, Mr G. Turner, of St. Kilda, Commissioner of Customs ; Mr Graham, Minister of Agriculture ; Mr A. R. Outrini, Minister of Forest-s, Mr Frank Stewart, at present member of the Government without portfolio, has resigned on account of Mr Turner's appointment. A committee of medical it\en have decided that Colston, who murdered Davis and his wife at Earbethong, is suffering from paralysis of the brain, and cannot be held accountable for the deed,
