Melbourne, November 24. The eight-oared boat race between Victoria and New South Wales was won by a crew representing the former colony. Sydney, November 24. Mr. G. R. Dibbs, member for Murrumbidgee, and leader of the Opposition, in his remarks on the proposal of Sir Henry Parkes, the Premier, on the establishment of the Australian Dominion states that the question of Federation will not be acconrplished by the Colonies until a fiscal basis is arranged.
