Sofia, October 9. A circular has been addressed by the Regeuoy to the foreigu consols of Bulgaria threatening the expulsion of foreigners if they continue to meddle in connection with the elections now proceeding for the Grand Sobrange. RUSSIA SUSPENDED RELATIONS. The Russian Consul, M. Neklindoff, has returned the circular, and has suspended relations with the Regents. He awaits orders from General Kaulbars as to the further course to be pursued.
