ENGLISH AND FOREIGN. London, Feb. 3. It is expected on the Stock Exchange that when the next loan is required by New South Wales the rate of interest will be fixed at 3 per cent. A horrible tragedy hag occurred at Salford, in Lancashire, Samuel Derby, a chemist in that city, who was in destitute circumstances, poisoned his wife and six children, and then committed suicide. Feb. 4. M. de Blowitz, the limes Paris correspondent, asserts tb»t there are indications of the overthrow of the Tirard Cabinet, with of a Cabinet assuming the Government. The Mount Morgan (Queensland) ippeal cases have been dismissed. The point in dispute involved the possession of the mine. Their Lordships held that the alleged omission of formalities did not justify the annulling of "the leases even at the instance of the Crown. The lessees were not liable to ejectment except at the suit of ths lessor, and no sufficient grounds had been alleged to oxclude the boilers of miners' rights, The land was de facto occupied by virtue of the lease. Feb. 5. The New Zealand Losn and Mercantile Agency Company have applied the profits from the Melbourne land sales, amounting to £BO,OOO, to the special emergency fund, with the object of equalling dividends. The Blue Spur Mining Company (Otago) has been registered with a capital of £130,000. Feb. 6. At Georgetown extremely rich gold fields have been discovered on the banks of the Surmain river. (Surmain is a province of Dutch Guiana.) Paris, Feb, 4. In the Chamber to-day M, Casssgnac accused M. Fallieree, the Minister of Justice, of shielding M. Wilsop, and taunted M. Floquet with insulting Russia. Thero was a great scene in the Chamber in consequence of the accusation, M. Tirard, the Premier insisting that the Chamber, having by large majorities expressed confidence in him, should protect his Ministers from insult, - 'New York, Fob. 4, In consequence of reprosentatiens made by the taociety for the Prevention of Cruelty to the Young, Hoffman, the infant musical prodigy, has been medically »xamined. The doctor* report that he is quite healthy, but -ulnse th»t his performance* should be limited to four weekly. Rome, Feb. 5. It is stated that the Italian troops are to be recalled from Massowah in March. The Negus, it is said, is much hampered by the hostility of certain subchiefs and, dervishes, and is now inclined lor peace. Madrid, Feb. 5. Tho miners and townsfolk at Riotino, a town in the interior, rioted on Saturday. Troops were called out to quell the disturbance, but the rioters assailed the military, and the Utter fired into the crowd and killed ten.

Douglas, Secretary to the Tasmanian Postal Department, who was present at the Postal Conference, caught typhoid fever here a week ago and died yesterday, A meeting of the shareholders of the Poverty Bay Petroleum Company wis held here to-day. 43,500 shares were represented. It was unanimously resolved to float a company of 200,000 shares, Adelaide, Feb. 6, The overland line between here and Port Darwin is interrupted, The South Australian Government bsve determined to recommend the I Parliament next session that the colony shall enter the Federal Council. Feb. 7. A warrant iias been issued for the ,ivrest of Joseph Clark, Paymaster of Imperial Pensions in South Australia, on a charge of embezzlement. It is alleged that, he induced pensioners to forward receipts, and then failed to send the money.
Perth (W.A.), Feb. 6,
Extensive floods have occurred in Geraldtovm district, on the northwestern coast, about three hundred miles from this city, Houses were submerged and the occupants had to seek refuge on the roof-tops, where they wore kept the whole of one night and part of the next day. Railway and telegraph lines have been much damaged by the floods. The total loss in the district i» estimated »fc £50,000.

By the floods in the Geraldtown district four persons were drowned and several are in a precarious condition owiug to exposure. Large numbers of stock are drowned, and all the hay and crops destroyed. So severe has been the loss that most of the farmers in the district are ruined.
