AKAMA ROAD WORK

PROPOSAL MADE BY SETTLER. CONFERENCE ARRANGED. The Whangamomona County Council met at Whangamomona yesterday. There were present Crs. N. R. Cleland (chairman), J. D. Law, G. Gower, M. P. Ford, J. W. Rawlinson, B. Neustrowski and E. B. Roberton. Tire affairs of Akama Road, which have been regularly before the council for the past six or seven months, advanced another stage when counter proposals were submitted by a settler vitally concerned with the metalling project. These proposals are to be discussed with the disr trict engineer next Friday, when it is hoped some finality will be reached. Recalling the recent inspection of Akama Road by representatives of the council, Public Works Department engineers and the settlers concerned, Mr. P. Keller, district engineer, reminded the council that the only possibility appeared to be the extension of metal on the existing Akama Road formation as far as possible in order to facilitate Mr. Yandle’s access. Although, at the present juncture, he was not in a position to guarantee what additional length would be possible, Mr. Keller felt confident that, with the money available, the department would be able to extend at least a light coat of metal well towards the point where Mr. Yandle would require to take off to his own private road. It was presumed that the conclusions arrived at on the ground and confirmed by the letter, were regarded as satisfactory by the council, the contribution ot which towards the cost would now be paid over so that the work could be commenced. Mr. Yandle waited on the council to submit an alternative scheme whereby the Public Works Department should form and metal the Akama Road to a less distance than was proposed, and a private road constructed to Mr. Yandle s residence under the Unemployment Board’s farm improvement scheme. Councillors felt that the matter of metalling this road had been held up far too long and the chairman was deputed to again interview Mr. Keller with Mr. Yandle to try and reach an agreement. METAL MUST BE LAID. “We have a report that the Mangare Road metalling scheme has fallen flat. Is this so, and why?” wrote Mr. F. Neilson. He stated the settlers understood that the reported lapse of the scheme was brought about by the negligence of the council, but expressed the hope that he and his friends had received a wrong impression of the position. At the same time the attention of the council was drawn to the fact that whenever it seemed likely the metal was about to be laid some hitch invariably occurred. The letter concluded in the following terms: “Other roads seem to get metalled and so must the Mangare. We cannot stand for this sort of thing, and as the executives in this matter for the other settlers we urge that you put action into this very necessary need. Now that wool and sheep are unprofitable, and we have to resort to dairying, an all-weather road is absolutely essential.” The clerk, Mr. F. G. Catchpole, explained that he had written Mr. Neilson fully on the situation and asked him to advise the other settlers. He thought the council should not pass over that part of the letter attributing negligence to the council. Reviewing the history of the Mangare Road metalling scheme, Mr. Catchpole said the work was to cost £l2OO, of which the settlers were to find £lOO. Two and a half years ago the council had the procedure completed for the raising of the original loan of £5OO but this proposal fell through. He reviewed the various steps subsequently taken and remarked that there seemed little prospect of the local body loans board sanctioning any loans given over' an illegal sub-division of an area. Moreover, the position of the security for any loan would be influenced by the fact that most' of the settlers on the road were in arrears with their rates. Actually, only two of the 11 ratepayers were completely financial. The chairman: Even if the Loans Board could be persuaded to sanction a loan from the council, the work could not possibly be commenced this year but if the settlers were to say to the council: “Here’s the £100,” the work could ba pushed on almost right away. The clerk: There is another way to look at the matter. If these settlers would pay. up their arrears the council would be in a better position to lend the £lOO out of the county fund. A motion was then adopted taking exception to the tenor of Mr. Neilson’s letter. It was also decided to furnish ♦ comprehensive explanation of the position to the settlers. Dog registration fees were fixed the same as last year, namely 2s 6d for stock working dogs and 10 for others. The contract for supplying collars was led to R. Davis, Tariki, the lowest ten* derer. The action of Cr. Rawlinson in employing a man to remove slips from the Tawhiti Road was confirmed. He was empowered to engage labour to repair flood damage on the Junction Road. Councillor Gower reported that settlers were perturbed at the acute and dangerous comers on both the Whitianga Putikituna and Kohuratahi saddles. He urged that an effort should be made to have these corners reduced before the unemployment camp in the vicinity was disbanded. An application in this direction is to be made through the member for the district. Twenty feet of 9-inch pipes are to be supplied for repairs on the Kohuratahi Road, while other pipes are to be sent to the Moki and Mangapapa Roads. Authority was given Cr. Roberton to employ labour for certain repairs on the Mangapapa Road.
