R2LEASE OF PRISON LABOURERS. z Moscow, August 9. To signalise the completion of the White Sea-Baltic canal, named after M. Stalin, the Soviet has released 12,484 prisoners who assisted in its construction. These men are described as completely reformed and as having become useful in Socialist construction. The sentences of 59,516 other prisoners have been reduced in recognition of energetic construction work. Cases pending against an additional 500 have been dropped and their civil rights have been restored. The secret police have been instructed to secure scholarships for the most talented workers among ex-criminals.
