BRITISH MOBILISATION PLAN. PREPARATION BY GOVERNMENT. By Telegraph—Press Assn.—Copyright. Rec. 11.35 p.m. London, April 30. The Sunday Express says a plan is being prepared by Government departments under which in the case of war the whole population would instantly'be mobilised for services or national work. Every enemy alien would be interned and a rigid food rationing system would be introduced. Persons unwilling to fight or do national work would be refused ration cards.
