HAWERA BOROUGH AFFAIRS

MONTHLY MEETING OF COUNCIL. TROUBLE WITH WATER SUPPLY. In his statement of the accounts of the Hawera Borough Council to»the end of the third quarter of the financial year submitted to last night’s meeting, the treasurer showed a credit balance of £7240 2s 3d. Expenditure for the year, estimated at £16,154, showed an unexpended balance to date of £7316. The statement of balances, with all accounts in credit except the cemetery account, was: General £485 17s 2d; water £3280 Ils 3d; cemetery £54 14s 7d; hospital £1123 10s 9d; special rate (original area) £2086 9s sd; special rate (added area) £l9 10s Id; , heavy traffic £247 8s 2d; legacies £5O; sundries (deposits) £1 10s. ' , The largest expenditure so far nas been on public works, for which £5835 was provided, and £3497 has so far been paid out. Moneys totalling £2696 (all refunded) have not been included in the above expenditure. The inspector, Mr. L. Hunt, reported one case of scarlet fever during the month. Thirty-four business premises were inspected, mainly fruit and food shops, and all were found in good order. Only four building permits were issued for minor alterations or erections of sheds. Twenty-eight drivers’ licenses were issued. Traffic during the holidays was generally well conducted, although several cases of speeding were detected. The librarian, Miss Hilda C. Carson, reported receipts for last month to be £lB Ils Id, against £l9 8s 5d in December, 1931. There were 471 adult subscribers, 12 intermediate and 172 juvenile; 143 new books were added to the library and 60 volumes withdrawn. Issues were 5350 (adult) and 525 (juvenile). There were 9 new adult members, while 20 resigned, leaving a total of 471; in the juvenile department 13 members left and 8 joined, giving a total of 172. In 1932 816 volumes were added, and although the number of subscribers was lo'wer than for 1931, the fact that 79,721 books were issued showed good use was made of the library. The lending department, juvenile section and reference section could not be developed much further owing to lack of space, although extra shelving afforded temporary relief. The town clerk (Mr. H. S. Elliott) reported that abattoir fees last month were £96 16s lid, being £ll 17s 8d more than in the same month last year. Total fees for the current financial year were £B5 15s 7d more than those for the corresponding period last year. The engineer (Mr. J. Sturrock) reported that on two occasions this summer there was trouble with the water supply, due to the lavish'use of water during the night hours. Last year grave warnings were advertised and the trouble ended at once. Prosecutions were seriously in view. There was ample storage now, but storage tanks had to be filled at night and ratepayers must realise that the water they were using on their gardens should be going into the storage tanks to give the town , a good pressure next day. The main idea of the booster system was that there was a surplus of water at nights in the mains. This surplus was doing nothing, so it was run into storage tanks so that next day it could be forced into the town mains under pressure to keep the town supplied well during the day hours. It should be , clear that if the night surplus was robbed by means of garden hoses it might be necessary to shut off the pumps at 5 o’clock and to open the spring valve at the pumps so that only a very low pressure would be given during the night, but this would be unfair to those who were treating the supply with consideration of the summer difficulties. ( Respecting the offenders who used the water, Cr. Morrissey was of opinion that the inspector should be instructed to search out those responsible for shortage in times of drought. The recent rains had rendered the question one of less pressing interest, but it was thought something should be done. Cr. Strange seconded a motion on these lines and it was carried. Present were Mr. E. A. Pacey (Mayor), Crs. G. L. Bayley, W. G. Strange, E. Morrissey, W. G. Butler and W. Page.
