NEW STANDING ORDERS

DRAFT SUBMITTED TO HOUSE. EARLY SITTINGS; TIME LIMITS. By Telegraph.—Press Association. Wellington, East Night. The new draft of Standing Orders presented in the House of Representatives to-day contain the following outstanding changes:'— Unless otherwise ordered tho sitting days shall be Tuesday to Friday, the hours being 2.30 to 5.30 and 7.30 to 10.30 p.m. on the first four days and 10.30 a.m. to 1 p.m. and 1'.30 to 5.30 p.m. (unless previously adjourned) on Fridays. Timo limits range from one hour on the Financial Statement and half an hour on any motion or any amendment to ten minutes for Ministers’ reply and five minutes for any other member .in reply" to a question, the whole discussion in such cases not to exceed two hours. Time limits in committee are 10 minutes for speeches on short titles of Bills (four speeches each) and any amendment and five minutes on other questions. There are exceptions to tho latter limits, such as the case of a Minister delivering the Financial Statement, etc. It is provided that there shall be no debate on a motion to lay papers on tho table or to print them, and that a member may move an adjournment of the House to discuss urgent public matter.

It is explained that tho Standing Orders proposed in respect to time limits are designed -to avoid, if possible, the application of the closure.
