The Esthonian Government has decided to outlaw all individuals identifying, themselves with the platform of the Third International, as Communist rebels are causing the Government great anxiety owing to fears of a Russian invasion. General Kowra shot many soldiers in Narva for refusing to obey orders and issued a proclamation that he will not hesitate to shoot one in every ten of the population if Narva does not assume a normal aspect. Esthonians also trapped a large party of Communist rebels under Russian leadership and sent them to Reval for courtmartial.
