LOCAL BILL. THE NEW PLYMOUTH HARBOUR BOARD EMPOWERING BILL. rpHE NEW PLYMOUTH HARBOUR BOARD hereby gives public notice that, the said Board proposes to introduce into the General Assembly, at its next Session, a Local Bill entitled “The New Plymouth Harbour Board Empowering Act 1924.” The objects intended to be effected by the said Bill are as follows: To enable the Board to borrow from time to time sums of money not exceeding in the aggregate £600,000 — at a rate of interest not exceeding 6 per centum for the construction of Harbour W’orks at New Plymouth, upon the security of any moneys in the Harbour Fund (subject to the existing charges thereon and excepting moneys appropriated to any special purpose), and upon a special rate.

Before any loan is raised the consent of the Ratepayers shall be first obtained in the mode prescribed by Section 13 of “The New Plymouth Harbour Board Empowering Act 1908.” If the total number of valid votes recorded in favour of the proposal exceeds the total number of valid votes recorded against the proposal, then and not otherwise the proposal shall be deemed to be carried, and the Board shall be fully empowered to exercise the power of borrowing and all other powers conferred by the Act. If the proposal to raise the loan is de- ! dared to be carried a Special Rate upon all i rateable property in the Harbour District, I for the purpose of providing the annual ; charges upon moneys to be borrowed under j the authority of the Act may be made and levied by the Board in manner provided by law and in accordance with “The Rating Act, 1908.” Such rate shall not exceed one penny in the pound upon the capital value of all rateable property in the area described in the Second Schedule to the said Bill, two-thirds of a penny in the pound upon the capital value of all rateable property in the area described in the Third Schedule thereto, and one-third of a penny in the pound upon the capital value of all rateable property in the area described in the Fourth Schedule thereto, and all rates shall be levied in the like proportions. The Board is to provide a Sinking Fund for the liquidation of any loan authorised by the Act, equal to onehalf per centum on the moneys borrowed. Provision is made for the taking of further Polls if the proposal is rejected at the first Poll. The Board is authorised to construct all or any of the works included in the words “Harbour-works,” as interpreted by “The Harbours Act 1923.”

AND NOTICE IS HEREBY FURTHER GIVEN that a copy of the said Bill, plans and estimates of the proposed works, a plan of the rating district, a Statement of the financial position of the promoters and an estimate of the increased revenue to be derived from the proposed works, have been this day deposited in the Magistrate’s Courts at New Plymouth, and Stratford, and will be open to public inspection at each of the said Courts for three complete weeks from this date, being the date of the first publication of this Notice.
