By Telegraph—Press Assn.—Copyright. Singapore, Sept. 5. A preliminary vote of 50,000 dollars has been passed towards the cost of the naval base lands. The total costs are not revealed. The filling of the oil tanks is proceeding rapidly. London, Sept. 5. An Air Ministry telegram from Limasol, Cyprus, states that severe earthquake shocks were felt at ten o’clock last night, and milder shocks at 3 and 4.30 in the morning. Rome, Sept. 4. Advices from Tripoli state that fifty rebels were killed on August 31 in an encounter with the Italians and native troops south-west of Ilitenavez, Meh alia. The rebels fled. Fifty more rebels were killed or wounded in the Kussahat region on September 2.
