FEDERAL PARLIAMENT OPENS. By Telegraph.—Press Assn.—Copyright. Received June 14, 12.10 a.m. Melbourne, June 13. The Federal Parliament has opened. The Governor-General’s Speech stated the financial position was satisfactory. After outlining the measures forecasted by Mr. Bruce yesterday, the Speech said the whole question of defence would be considered at the forthcoming economic conoference. It was also proposed to establish a Commonowealth debt sinking fund and uniform bankruptcy laws. The Speech concluded with a statement that it was confidently expected that the public at an early date would be given better postal and telegraphic facilities. Melbourne, June 13.

It is understood that Mr. Bruce intends to announce in Parliament that invalid and old-age pensions are to be increased to 17s fid. He also proposes to appoint a commission »or the carrying out of construction in the Federal capital and to push on with a further section of the railway in the Northern Territory.
