BOROUGH COUNCIL MEETING. November 15. The ordinary monthly meeting of the Stratford Borough Council was held tonight. Present: The Mayor (Mr. \V. McMillan), and Crs. R. ii. Cameron, W 11. 11. Young, J. 11. Thompson, C. Jackson, T. Lawson, C. B. Walsh, A. Stewart, and 8. B. Hunter. An apology for absence was received from Cl'. W. J. Newton. , Prior to the ordinary meeting a special meeting was held, at which a resolution was carried instituting a special order authorising the raising by the council of a special loan of £IO,OOO from the State Advance* Department, to be called the Stratford Borough Housing Loan of £IO,OOO, for the purpose of erecting workers' dwellings either within the borough of Stratford or adjacent thereto.

Mr. F. Black, consulting electrical engineer, Wellington, wrote stating that owing to other work of an urgent character, he regretted that it was not possible for him to visit Stratford in order to report on the electrical engineer's suggested improvements to the hydro station as early as the. council desired, but he would be pleased to consider the proposals if they were forwarded to him. —The town clerk reported that he had forwarded a copy of Mr. Ilollaitds' proposals to Mr. Black.

THE MAN PROPOSALS. The Mayor moved that the loan proposal already decided upon be gone on with immediately, He said that as far as the electric light proposals were concerned he thought they would have the subject of a separate poll at a later date. He added that the total Rmount of the proposed loan, excluding the electric light proposals, would bo £131.000.

The motion was curried, and it wan decided that the amount of £SOOO for a destructor be deleted from the proposals, thus reducing the total amount to £ 126,000.

GENERAL. The annual report of ihe Stratford Retailers' Association i-tatcs that the membership was now very satisfaeto'.v, over fifty financial retailers being on the book. Last Christmas the Association was successful in its request to the Railway Department that tJie late train to Whangamomona should he delayed, and this was of benefit to shopkeepers generally. The Association had been actively engaged in securing information regarding the establishment of a business girls' hostel for Stratford, and reports would lie submitted to the member.?. The financial position was satisfactory, owing to the prompt payment of subscriptions. The liabilities were nil, and the credit balance amounted to £lO 17s 9d. Only two meetings of the executive had beey held during the year.

The annual meeting nf the Stratford branch of the Workers' Educational Association states that the branch ]i:ul liad a vcyv successful beginning. A tutorial class for the sluiiy of economics was formed, with the Rev. J. 0. Castle as tutor, and twelve lectures were delivered. The interest of the students was keen and the attendance fairly regular, the success of the class being due to Mr. Castle, who always secured and retained the interest of those pre.-imt. The Association had a credit, balance of £8 17b, with further amounts to come in, and its thanks were due to the Borough Council and to private individuals who made contributions to the funds, thereby enabling a start to be made. The total number of students who enrolled was -II). Thanks were due to the Stratford School Committee for placing a room at the disposal of the class. The committee felt that a (rood start had been made with the branch, and that, the ground being cleared, further operations could be continued with much benefit to the men in the near future.

Mr. li. D. Woods, M.R.C.V.S., will give a lecture entitled "Medicine—lts relation to the Domestic Animal," under the auspices of the .Stratford Jersey Breeders' Association in the Parish Hall, oil Wednesday" November 1". at 8" p.m. All interested are invited to attend.
