It is officially reported that the Budapest Cabinet has been re-formed, with Friedreich still Premier, Lovaciy Minister of Foreign Affairs, and General Schnitzler, Minister of 'War. All the bourgeoise, Radicals, and other parties are represented, including the small farmers, clericals, anti-Demites, and the, old official class. Several portfolios-were offered to Social Democrats, who hesitated to accept them owing to their fears of the Conservative and bourgeoise parties. It is intended to abolish Count Karolyi's scheme for proportional representation.—Reuter. ARCHDUKE JOSEPH'S POSITION. New York, Aug. 17. Interviewed by an American correspondent in Budapest, the Archduke Joseph denied that his assumption of the governorship was not a part of the royalist plot. He said the officers represented to him that it was his duty to save the country. Therefore he assumed tV- fli-?tntorship. but will resign as soon as a new Cabinet is firmly established. Tic merely asked to be allowed to make his home in Hungary. Replying to a question wether he would accept the crown if the National Assembly requested him to do so, Joseph paid it was a difficult question to answer at this time.
