A White Paper shows that the Afghan trouble arose when India was partially denuded of troops and rapid concentration was hampered* by the defection of , tne frontier militia and the threat of ►•WMoh at Peshawar. Tfee .Viceroy atetes that the report of cholera on the north-west frontier is «SkJ|Kerated. He says the outbreak was pntposely not published in the press for Military reasons, inasmuch as it would hate encouraged the Afghan morale and discouraged recruitment in Tndia. Protective measures were initiated before the outbreak.
