The General Army Staff is drafting a Universal Service Bill providing for the enrolment and drilling of half % million youths of 10 years annually. DEFENDING PANAMA CANAL. Washington, January 11. Tho immediate creation of a «uto» murine base at the Atlantic entranoi to the Panama Canal has been recommended to Congress. The Secretary of the Navy has asked for 1,600,000 dollars for the purpose.
