STRATFORD BOROUGH COUNCIL.

The monthly meeting of the Borough Council was held this evening. Present: His Worship' '•>« Mayor (Mr. J. W. Boon), Crs. Joung, Rutherfurd, Thompson, T)avey, Hancock, Ilunterj Lawson, and Mills. o tenders having been received for the erection of building at Kopuatama Cemetery, it was decided to leave the /matter of erection of same in the hands of the Mayor and Mr. Thompson with power to act. It was decided to purchase 200 yards crushed metal from Messrs Green and Chard at 7s per yard. Works Committee's Report.— The orks Committee reported recommending: (1) That kerbing and channelling; be completed on south side of Regan Street between Miranda aid Portia Street, Broadway from Fenton Street to bridge on both sides, and kerbing only on south side of Regan Street between Broadway and railway line; (2) That the work of forming and grading Miranda Street near south side'of Seyton Street as requested by Mrs. Moon be not proceeded with; (3) That wooden kerbing. be placed on paths opposite Algcrs, Tiehbon's, and Anderson's business places in Rogari Street: (4) That eastern side of Broadway footpath between Fenton Street and bridge be repaired and hollow o:i western side be filled in. After some discussion concerning ways and means it was decided that the kerbing on east side of Broadway and Regan .Street to railway line he deleted.

Engineer's Report,—The engineer (Mr. T. D. Sullivan) reported on tiie progress of works during the past month. He advised the prohibtion of hosing, footpaths. and that it would be wise that spouting and downpipes were kept in proper order. The Mayor said it was most essential to stop the hosing of footpaths until the tar had set. Mr. W. H. Rowson, a returned soldier, was appointed borough inspector and ranger. It was decided to instruct the inspector to inspect all business premises in Broadway at least once a we'ek. C'r, Lawson moved that the inspector be instructed to give ratepayers notice that hedges overhanging the footpaths be trimmed back, C'r. Mills seconded. On. C'r. Thompson's motion it was decided that the Works Committee report on a stock route over the Pa tea River at Breckon Road. Correspondence, From Secretary, Treasury, informing Council that the Governor's consent for loans of £IO,OOO for electric light supply and £SOOO for street improvements had been gazetted. Mr. R. McK. Morison waited on the Council and reported that improvements had been made to the house at the mountain, great credit being due to the Mountaineering Club, for the work they had done. He wished to specially mention Messrs ,T. B. Richards, and t! Kirkwood (president, and secretary), for the enthusiasm and work done " by them. The receipts from April last to date were £4O 5s Od, while the expenditure was £4l 18s Cd. —A vote of thanks was accorded to Mr. Morison for his services on the Egmont National Park Board as the Council's representative, and he was re-appointed to the position. A vote of thanks was also accorded to Messrs. Richmond, T. Kirlcwood and E. ■laekson, members of the Mountain Club for their past services. • From Secretary, Stratford Lawn Tennis Club asking for remission of rates on club's property.—Received.

From W. W. Hodge, referring to bis application made at last meeting for a refund of rates and to other matters.— Received.

From J. Fitzgerald, IT. Checseman, and H. Cockbnrn, asking that the footpath in Portia Street south, leading into Paget Street be raised before the winter sets in.—Referred to Works Committee to report. From C. M. Bivkett, asking for a crossing to be put in on Flint Road.— Granted.

Sanitary.—His Worship moved: "That the waterworks by-laws be amended in the direction of making a charge of :C1 for all water flushed closets connected with the sewer." In speaking, to the motion, lie said that there was no possibility of carrying a fresh drainage loan unless the residents who were getting, the conveniences at the present time, were mad to pay for the same. In many instances residents would never get the drainage to their residences. These ratepayers who did not have the service would be relieved, because no rates would be levied. Kvery ratepayer who was within lfli) feet of the sewer had received notice to connect, and lie hoped tnH Council would compel them do so. After a lengthy discnsion the motion was carried on a division. Ayes: The Mayor, Crs. Thompson, Rutlierfurd, Young, Mills, and Davcy. Noes: Crs. Hunter, Hancock, and i.awsou. Accounts amounting to .tl.Vi were passed for payment Electric Light.—C'r. Hunter asked that seeing that the Council were at a deadlock with the company, the Minister of Public AVorks should he informed that the Council could go no further with the company, and that the Council 'would be an applicant for a license when the company's term expired. His AA'orship the Mayor: The company haven't had time to consider it yet, they will be coming back to us again shortly. He moved: "That no solicitor should appear in the proceedings or hefore the valuers to argue for either the Borough Council or the Electric Supply Co., and that the valuers, if they do not agree, shall call in a third party to act as umpire, whose decision shall be final in all cases. C'r. Thompson seconded the motion, which was carried.
