THE PAPACY AND ITALY

GERMANY'S PERPLEXITY. Cy Cable—Press Association—Copyright. Received 27, 11.30 p.m. London, February 27. The Times' Vienna correspondent reports that there is considerable discussion regarding the proposed arrangements intended to overcome the difficulties connected with Imperial visits to Rome, owing to the relations of the Papacy to Italian unity, and the indiscreet zeal of the Austro-llungarian Liberal Press in adversely criticising the alleged project to send the German Crown Prince instead of the Kaiser, which would place the latter in an invidious position, whence lie could hardly escape without weakening Germany's hold on Italian affections. Meanwhile it is stated that Prince Ferdinand, heir-presumptive, is willing to «o home in the interests of the dual monarchy.
