Sir Charles Tupper, ex-Premier, interviewed, declared that it was a great mistake on the part of Canada to create her own navy as a method of assisting the Motherland. He suggested, as an alternative, the construction of the most rapid cruisers afloat in peace time, so that in the event of hostilities they would form a fast service between Halifax and Britain. They should build them with a view to their being converted into cruisers, which would guard the grain routes of the Atlantic.
