Interviewed concerning the divergent reports that have been circulated in different countries regarding the more friendly situation between Germany and Russia, as a result of the recent conference between the Czar and Kaiser, the Russian Prime Minister said there had been pourparlers between the two countries towards a formal announcement, as the result of interviews between their Majesties.
