London, January 5. | It is stated by an authoritative source that Mr. Asrjuith's phrase "effectively ascertained," meant that the Government intends that the view of trade union members concerning affiliation with the Political Labor Party shall be ascertained by a ballot in which at| least 80 per cent, of the members par- j ticipate. The Westminster Gazette regrets that ] the Labor Party has made concessions to extremists by modifying instead of abandoning the pledge. So long as it was retained in any form it would be a stumbling block to those anxious for labor representation.
