THE LICENSING BILL
NEW ZEALAND ALLIANCE'S ATTITUDE. By Telegraph.—Press Association. Wellington, Tuesday. The executive of the New Zealand Alliance last night considered the Licensing BUI, and resolved that, while adhering to the policy of the party as settled at successive conventions, it approves the Bill with certain amendments an! additions to render it more effective, but stipulates as essential conditions—(l) That the method of taking the vote in the Bill be altered to provide for two separate voting papers, one for a local no-license vote and one for a vote on national prohibition; (2) that each paper be a distinct color and different from the ballot paper for the general election; (3) that the vote upon each issue be counted and'ascertained separately. The executive places on record that the two issues differ widely in principle, which renders it unjust to put both on one paper. The submission of separate papers cannot prejudice any section of the electors, while the effect of the voting paper in the Bill will probably be to disfranchise a number of electors or force them x to record votes upon one issue contrary to their real desire.
