Amery, writing to the Times, combats Lord Hugh Cecil's contention that it was not a claim for separate nationality, but the geographical situations which made Australia, New Zealand, Canada and South Africa secure Parliaments. Mr. Amery states that the dominions had no intention of sacrificing their national individuality on the altar of better organisation. "The idea that we can federalise the United Kindom," continues the writer, "and then ask Australia and New Zealand to come into the

Federation on the same footing as Ire : land and Wales would not occur to anyone familiar with public opinion in the dominions. When Imperial Federation comes, it will be a Federal Federation of equal States, whereof the United Kingdom will be one."
