Replying to a deputation, Mr. O'Malley, Minister of Home Affairs, said that lie had discovered Ministerial responsibility to be a fiction. Departmental heads were tied down by a thousand-year-old system, but when he obtained his freedom he would do what he could for the deputation. THE VOICE OF LABOR. FEDERAL GOVERXMEXT REPRESENTS TRADES UNIONS. Melbourne, Xovember 1. All future Federal Government contracts will contain a clause giving preference to unionists. This is the result of pressure by the unions on the caucus. The Government takes the view that it represents primarily members of trades unions and must give its own supporters the first claim to Government employment. N.S.W. SECOND BALLOTS. Received I, 9.10 p.m.Sydney, Xovember 1. Mr. Brown retained the Durham seat by a majority of 63. Morton (Independent) carried the Hastings-MacLeay seat by a good margin. Davidson, the unseated member, is a strong Wade supporter.
