(Received July 28, 8.5 p.m.) Paris, July 27. The Council of Five discussed the blockade of Russia. The Americans nrged raising it in view of the fact that the Entente was not at war with Russia.

The Council decided to direct President Wilson's attention to the undesirable consequences of lifting the blockade, which would enable the exclusive revietualling of the Red Army to the detriment of the masses.
