A correspondent of the "Humanite" in Switzerland, who recently saw the Kaiser at Berlin, says tte s military clique have convinced him that Germany's situation is excellent. The Kaiser was recently silent and melancholy, but he is now noisy again. He talks incessantly, and believes that he will still march on London. The acceptance of peace pourparlers by the Bolsteviki has brought back old dreams.
